1. Informal. a good-for-nothing person; scamp; rascal: »

They are mostly crooks and scalawags (Time).

2. a white Southerner who acted with the Republican Party after the Civil War (an unfriendly term used by Southern Democrats). Also, scallawag, scallywag.
